Could having enough AI/GPS guided pace cars on the road solve traffic problems?


Let's say you have a sufficient numbers of cars on the road in which the driver is being instructed to drive at a given pace based on the overall flow of traffic throughout the city. If those cars were identifiable somehow (maybe a particular light on the top that turns on when the car is in pace mode) and other motorists were legally required to not travel faster or slower (or +/- 5 kph) than the pace cars, couldn't that be used to effectively mitigate congestion?
