Who determines new generations of cables?

Hi everyone! I’ve been trying to figure out how these cable generations work. Does any company just say here is a new gen? Or does one company have a patent and they make it and sell to other companies? Like how does HDMI 2 just go to 3? Who says yeah this is 3? Same thing with ram.
